Conclusion

When I first began working on software development projects I was not a very good estimator, so I kept digging and digging until I could find a method that I felt very comfortable with. The methods that I have shown in this paper represent what I know to date.

As I discussed in the Summary, I believe that estimates based on FPA techniques (Hours/FP) are the most accurate practice I know.

Estimates based on WBS typically underestimate total project scope, often by factors of 50% or more.
