1) A configured or unconfigured feature doesn't mean that the feature is currently 'running'.
Upon reconciliation, if a feature is found, it is set as 'configured'.
The Install/Update is not verifying that the plugins loaded by the runtime are actually the one declared by
the feature.
This may happen when you extract plugins to the file system without using the Install/Update.
You can verify what plugins are actually loaded by using the Help->About dialog.
